When then-Gov. Ronald Reagan signed the ultra-strict California Environmental Quality Act in 1970, he never intended to throw chum into a small but vicious feeding frenzy of trial attorney sharks looking to chomp down on the wallets of California's taxpayers with one frivolous environmental lawsuit after another. Reagan viewed the wide-sweeping regulatory law as a means of promoting conservation and preserving our ecosystem within a framework conducive to economic development and prosperity.
